ICDL GCC Foundation, the governing body and certification authority of the International Computer Driving License (ICDL) programme in the Gulf region, has praised Etisalat for substantially reducing its Internet access fees in a move that is in line with ICDL GCC Foundation's call for more affordable rates to accelerate the development of a digital knowledge-based society.
